When a covert operative named Sloan approaches Julian Bashir with an offer to participate in an undercover mission on Romulus, Captain Benjamin Sisko instructs Bashir to accept in order to uncover more about the secretive intelligence group Section 31. The assignment pushes Bashir into the perilous world of Romulan politics and espionage, challenging his loyalties and putting him in direct contact with powerful and hidden forces within the Romulan Empire.
